Government Operations Consultant I

We are seeking to hire a Government Consultant I who desires to work to enhance the delivery of health care services through the Florida Medicaid Program. This position requires a candidate who is creative, flexible, innovative and who will thrive in a fast-paced, team-based work environment.
 
This position consults with and coordinates among the sections within the office on a variety of complex and confidential, personnel, and operational issues. The incumbent must acquire and maintain knowledge about the Medicaid program in general, the functional responsibilities of office within the bureau, AHCA rules, regulations, and procedures that affect office management practices, as well as specific responsibilities and authority of the Bureau Chief.    
 
Examples of work include:
Performs personnel management functions for the bureau and consults with supervisors and management on personnel actions.
Investigates, research, and provides consultative advice on personnel issues and actions.
Maintains proficiency with current personnel rules and regulations.
Maintains position descriptions, classifications specifications, records of personnel and budget actions relative to establish new positions or effecting changes to existing positions.
Advertises position vacancies and proactively maintains control of the recruitment process to ensure appropriate recording, review, acknowledgement and processing of all applications.
Completes all forms necessary to sustain employment processes.
Assists new employees getting established in People First. Monitors records for evaluation due dates and works with supervisors to ensure that employee evaluations are completed timely. 
Analyzes and monitors functions related to the “Monthly Expenditure Reports.”
Evaluates expenses and works with staff to ensure that all expenses have been properly recorded, research and resolve discrepancies.
Performs purchasing functions for the department and makes recommendations for cost savings. Analyzes expenditures and offers recommendations.

This position may require travel.
 
This position is located in the Bureau of Medicaid Policy. Medicaid Policy is responsible for the development, coordination, and implementation of Florida Medicaid program policies, including: all Medicaid federal authorities (e.g. the Florida State Plan, 1115 waivers and home and community based waivers), administrative rules, coverage policies, managed care plan contracts, bill analyses, drug utilization review boards, preferred drug lists, supplemental rebate contracts, and KidCare/Title 21.

MINIMUM QUALIFICATION REQUIREMENTS
  • Three years experience using Microsoft Office Suites.
  • Three years experience writing formal business communications, including emails.
  • Three years administrative support experience.
  • Three years of Human Resources or personnel related experience.
 
Experience related to managing a business related budget is preferred.
Experience utilizing MyFloridaMarketPlace (MFMP) or other e-procurement systems is preferred
A bachelor's degree from a college or university is preferred.
A master's degree from a college or university can substitute for one year of the required experience.
Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the preferred college education.
