DATCP currently has an opening for a Diversity Outreach Specialist (Communications Specialist - Senior) position within the Division of Trade and Consumer Protection. This position will be located in either Madison or Milwaukee, WI offices. This job may be eligible for partial telecommuting. All DATCP employees that telecommute are required to work within the State of Wisconsin.

Position Summary

This position serves as a resource for consumers and groups in diverse areas of the state who provide services to consumers and businesses, especially Latinx populations. The goal of the Division is to improve access to services by decreasing and removing barriers that the Division of Trade and Consumer Protection provides in the broad categories of consumer education, information, mediation and enforcement within division program areas, and this position will play a key role on the team that supports this goal through toll free information service, written fact sheets about laws administered by the Division, and assistance to consumers asserting their rights under those laws. The position will also develop ways to make access easier to the Department for English as a second language (ESL) owned/operated businesses seeking information about consumer laws that affect their businesses.

This position will encourage formation of communication networks and data exchange among persons, communities and agencies (public and private) involved in serving diverse consumer groups. The position also serves as the general coordinator of training opportunities for local and regional Latinx groups on subjects related to consumer protection and as the Division’s advisor on development of Latinx materials and programs.

Salary Information

The classification of this position is Communications Specialist – Senior, which is in schedule-range 07-04 with a starting pay of $47,840-$62,400 annually, based on qualifications. In addition, this position will also have $1.00 per hour add-on pay for the incumbent being bilingual in both Spanish and English. This position is not represented by a collective bargaining unit. A 12-month probationary is required. Pay for current state employees will be set in accordance with the State Compensation Plan.

Job Details

  • All state employees are required to report their COVID vaccination status, whether they are vaccinated or not, and must provide supporting documentation if vaccinated. Newly hired employees will be required to submit this information within their first two weeks of employment.
  • A criminal background check will be performed on the selected applicant prior to an offer of employment.
  • Applicants must be legally authorized to work in the United States (i.e., a citizen or national of the U.S., a lawful permanent resident, an alien authorized to work in the U.S. without DATCP sponsorship) at the time of application.
  • Possession of a valid driver's license including personal automobile insurance, or the ability to provide one’s own transportation for work purposes, is required.
  • Travel is required for approximately 60% of this position’s duties.
  • Ability to fluently read, write and speak bilingually in Spanish and English is required. Spanish skills will be assessed prior to an official offer of employment.

Qualifications

Minimally qualified candidates will have each of the following:
  • Experience with public speaking, including the ability to communicate complex information to a diverse audience.
  • Experience creating and/or developing methods and materials to facilitate outreach to assist consumers, businesses, law enforcement or other external stakeholders.
  • Ability to fluently read, write and speak in both Spanish and English.
In addition, highly qualified candidates will have one or more of the following:
  • Experience analyzing and/or evaluating data for the purposes of policy decision making.
  • Experience working with consumer protection topics, such as identity theft, landlord tenant relations, weights and measures, etc.
  • Experience working with Latinx groups and/or community members.
  • Experience working with diverse community organizations and/or community members.
