WHAT YOU'LL DO
Under the general direction of the Vice Chancellor of Institutional Effectiveness, plans, organizes, supervises, administers, and evaluates a broad set of activities pertaining to the South Central Coast Regional Collaboration and Coordination grant, including Economic Workforce Development and Employer Engagement plans and the regional Strong Workforce Program.

The South Central Coast Regional Consortium (SCCRC) serves to facilitate and promote effective regional education initiatives for its member colleges and key stakeholders in support of local, regional, and statewide workforce development efforts. The SSCRC leverages employer, community, and educational resources to create and maintain a highly skilled workforce that meets our regional needs. The SCCRC consists of Allan Hancock College, Antelope Valley College, Cuesta College, Santa Barbara City College, College of the Canyons, Moorpark College, Oxnard College, and Ventura College.

The current vacancy is a full-time position (12 mos/year, 40 hrs/week) located at the District Administrative Center. Please note that this is a one-position classification and grant funding for this position is up to three years.

The District Administrative Center, centrally located in Camarillo, oversees administrative functions, and provides leadership and services to the three colleges in support of VCCCD's mission.

SALARY PLACEMENT
New Employees: Generally, new employees are placed on the first step of the appropriate range of the salary schedule.
Current Employees: An employee who is promoted will be placed on the salary step of the new range of the appropriate salary schedule that provides a minimum increase comparable to a one-step increase in salary.

COVID-19 VACCINATION REQUIREMENT

This recruitment is being conducted to establish a list of eligible candidates that will be used to fill district-wide, current and upcoming, temporary and regular vacancies for the duration of the list, not to exceed one year.

Representative Duties
Plan, develop, direct, and coordinate South Central Coast Regional Consortium (SCCRC) activities to ensure that SCCRC's goals, objectives, and timelines are met and in alignment with the California Community College Chancellor's Office (CCCCO) workforce and economic development mission, vision, priorities, and objectives. E

Develop and implement requirements, procedures, timelines, and standards pertinent to the goals and objectives of the region's Perkins V and Strong Workforce Programs; coordinate the development, writing, update, and publication of the Strong Workforce Program regional plan. E

Collaborate with regional stakeholders to develop, implement, and manage regional strategies to reduce employment and equity gaps. E

Collaborate with the regional fiscal agent to develop and manage the program budget; approve the allocation of resources. E

Collaborate with the Center of Excellence professionals, Employer Engagement professionals, Technical Assistance Providers, regional Career Connect program manager, workforce development partners, community college leaders, other regional consortia, and other regional stakeholders to support regional coordination and implementation of Employer Engagement plans and the regional Strong Workforce Program. E

Convene and coordinate regional, sub-regional, and local meetings and other activities to gain input and align efforts with stakeholders and ensure awareness of opportunities to participate in regional activities and decision-making processes; facilitate the participation of business leaders, college administrators, and faculty in regional committees and projects. E

Serve as the Chair of the Regional Stakeholders Advisory Committee; develop meeting agendas, review meeting minutes, and ensure proper dissemination of committee information. E

Participate, present, and communicate Regional Strong Workforce Program plan progress, identify barriers impeding goal achievement, make recommendations, and provide ongoing communication to the CEO Steering Committee. E

Manage the collection and analysis of regional data on Employment Engagement; design, build and support the usage of tools used for project tracking and collection of student outcomes; synthesize data for reporting. E

Oversee and participate in the preparation and submission of program plans, progress reports, and other narrative and statistical reports as required. E

Develop collaboration and funding opportunities for multi-stakeholder projects to achieve scalable solutions for regional challenges and opportunities; monitor project implementation and results; make adjustments as needed to achieve regional objectives. E

Develop and implement an effective system of validation and evaluation for program objectives and its activities; review and implement process improvement as appropriate. E

Manage consortium logistics, collaboration tools, and communication between member colleges to provide relevant information concerning consortium activities. E

Communicate the objectives, progress, and outcomes of the program initiatives to faculty, staff, students, administrators, university and high school partners, or the community; maintain open and regular communications with all project stakeholders. E

Establish regional collaborative relationships and partnerships with business entities, community organizations, and local educational agencies. E

In collaboration with SCCRC stakeholders, research and identify grants and other funding opportunities; write, edit, review, monitor and/or evaluate grant proposals/applications. E

Develop and deliver presentations to various audiences. E

Serve as a SCCRC representative on various committees and meetings; serve as the point of contact for activities associated with the program. E

Supervise project personnel. E

Perform other duties as assigned.

E = Essential Duties

Minimum Qualifications
A bachelor's degree from a recognized college or university AND four years of experience planning, directing, and organizing grants, projects, or programs of comparable complexity to the administrative assignment.
ORA graduate degree from a recognized college or university AND two years of experience planning, directing, and organizing projects or programs of comparable complexity to the administrative assignment.ANDDemonstrated sensitivity to and understanding of diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation and ethnic backgrounds of community college students, faculty and staff.

Experience supervising or providing work direction to staff is required.

EXAMINATION AND SELECTION PROCESS:

B) Technical Interview = 100% weighting on final score

TRAINING AND EXPERIENCE (T&E) EVALUATION:

A T&E is an assessment by subject matter experts of training and experience, beyond the minimum requirements, that has prepared the candidate for the position as evidenced in the application materials. When completing the application and the supplemental questionnaire (if applicable), outline in detail your education, training (such as classes, seminars, workshops), and experience. Please be sure to answer every component of each supplemental question as your responses will be scored and serve as your score on the training and experience (T&E) evaluation.

TECHNICAL INTERVIEW DATE RANGE AND LOCATION: Date Range: Tuesday, January 18 through Friday, January, 21Location: The Technical Interview will be conducted remotely, using Zoom. In order to participate in the interview, you must have access to a computer with a camera, microphone, speakers, and a reliable connection to the internet. The examination components and dates are subject to change as needs dictate. All communication regarding this process will be delivered via email.

ELIGIBILITY LIST: Upon completion of the examination, the eligibility list will be compiled by combining the final examination score with applicable seniority and veteran's credits, if any. The candidates will be ranked according to their total score on the eligibility list. Certification will be made from the highest three ranks of the eligibility list. This eligibility list will be used to fill current vacancies for up to one year from the date of the technical interview. PROBATIONARY PERIOD: All appointments made from eligibility lists for initial appointment or for promotion, with certain exceptions, shall be probationary for a period of six (6) months or one hundred thirty (130) days of paid service, whichever is longer. Classified management, police, and designated executive classifications shall be probationary for a period of one (1) year of paid service from initial appointment or promotion.
