Rates & Regulatory Analyst I/II

RESPONSIBILITIES:
  • Helps analyze and interpret cost records to compute the costs of product or services (electric, gas, water, etc.). 
  • Establishes pricing to recover costs and earn a reasonable return.
  • Develops data necessary to submit, support and complete rate applications and reports before regulatory authorities. 
  • Assists with detailed evaluations of projects considering various aspects such as statistical data, strategic goals of the company, competition, and the political/social climate. 
  • Ensures that regulated tariffs meet the specifications of the regulatory environment (PSCW, MPUC, FCC, FERC, etc.). 
  • Assists with forecasting and scheduling utility nominations for the electric and gas distribution systems and customers. 
  • May develop, maintain and assist with the administration of firm and interruptible contracts and agreements to ensure the successful transfer of supply across relevant distribution systems. 
  • Helps ensure compliance with all laws and regulations within the electric, gas, and water utilities.
  • Helps research current compliance issues and helps ensure appropriate policies and procedures are in place and being followed. 
  • Works directly with accounting, finance, customer service and operations to ensure all regulatory requirements are met. 
  • Helps develop and implement effective regulatory compliance processes and procedures with both internal and external stakeholders while maintaining working relationships. 
  • Contributes regulatory compliance expertise toward Company initiatives. 
  • Ensures adequate internal review of regulatory filings. 
  • Tracks and monitors regulation and policy to determine the impact to the Company and to identify priority compliance issues. 

REQUIRED EDUCATION:
  • Bachelor’s Degree required. 
  • Candidates completing their degree by December 2021 will be considered
  • Preferred areas of focus are business administration, economics, mathematics, political science or accounting.

REQUIRED EXPERIENCE:
Analyst I
  • No experience required
  • Utility sector experience preferred. 

Analyst II
  • Four years or more regulatory or utility sector experience required.

SPECIAL REQUIREMENTS:
  • Requires excellent oral & written communication skills to establish and maintain effective working relationships throughout the corporation and with associated external parties.
  • This position may be subject to assessment of skills, job match and/or aptitude.
