GEOGRAPHIC INFORMATION SYSTEM ANALYST

GENERAL STATEMENT OF RESPONSIBILITIES- Under general supervision, the GIS Analyst is responsible for maintaining the enterprise GIS deployment and implementing new GIS functionality to meet business needs. Ensures GIS users leverage accurate and relevant spatial information to create insight for high-value decisions across the City. May serve as a lead worker. Reports to an IT Project Manager B.
 
ESSENTIAL JOB FUNCTIONS- Develops and manages GIS data, data model creation, map services, conducting research, and performing GIS analysis supporting departments across the City. Participates in the long-term development and enhancement of GIS technology to meet mapping and end user service objectives; provides expertise, support, assistance and guidance to staff. Responsible for performing a wide variety of production tasks for Geospatial projects and data management to assist and support Project Managers and Developers in meeting project requirements and deadlines. Ensures validity and accuracy of City GIS data layers and the ArcGIS Geodatabase; performs complex editing tasks, GIS analysis and geo-processing; responsible for helping maintain ArcGIS Online, ArcGIS Enterprise applications and ArcGIS server services.
 
Creates and maintains web mapping applications to meet business needs across the organization. Collaborates with users to identify, isolate, and resolve business problems or improve departmental processes. Responsible for providing business process and system documentation to department end users in accordance with installation standards including system, operator and user manuals; schedules and coordinates user training. Remains abreast of current and future issues and trends related to geospatial technologies, software development, desktop computer technologies and project management. Performs other duties as assigned.

REQUIRED KNOWLEDGE · Information Technology – Knowledge of computerized mapping technology and software as it relates to GIS database management, GIS analysis and map production. Experience working with ESRI’s ArcGIS software suite, including ArcGIS Online and Portal. Knowledge of Python and Standard Query Language (SQL) preferred. Cartographic design skills and experience with graphics software, such as Illustrator or Photoshop. · Project Management – Comprehensive knowledge of organizing, planning, coordinating, managing and directing administrative functions, planning processes and technology projects. · Customer Service – Considerable knowledge of principles and processes for providing customer service. This includes setting and meeting quality standards for services, and evaluation of customer satisfaction.

Effectively responds to and resolves inquiries and disputes.
 
EDUCATION AND EXPERIENCE Requires a Bachelor’s Degree in Information Systems, GIS, Geography, Engineering, or a closely related field with 3-5 years related experience in systems analysis and computer systems applications, or an equivalent combination of education and experience. Experience with ESRI software is required.
 
ADDITIONAL REQUIREMENTS An acceptable general background check to include a local and state criminal history.
