HR Specialist (Training and Policy)

USDA Agricultural Research Service is currently recruiting for a HR Specialist (Training and Policy) in the U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS), Human Resources Division (HRD). The selectee is not required to report to a government office, however, the option to work in one of the Agency offices may be available.

 

Duties:

  • Collaborates with quality assurance and accountability staff in the identification of gaps in knowledge, policy or procedures that contribute to errors or reduced timeliness of payroll/personnel actions processing.
  • Determines areas needing updated/new policy, procedures, or training for the HR Information Specialists (HRIS), Processing Leads, and Processing HR Assistants throughout the Agency.
  • Develops policy documents, standard operating procedures and new training to address identified areas.

 

 

Experience:

 

GS-09:
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-09 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience utilizing HR systems to process personnel and payroll actions; developing various reports from data sources to obtain information; and conducting analysis on procedures related to processing personnel actions.
OR
Education: Successful completion of a master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related. Related degrees may include Human Resource Management, Administration Management, Workforce Development, or Organizational Management.
OR
A combination of graduate education and experience.
