Introduction
The City of Racine is seeking a dedicated Contracts and Grants Coordinator II to support the development of affordable housing in the community through HUD-eligible activities. This is an exciting opportunity to join a team that provides strong stewardship of Federal grant programs.
Position Purpose
The Contracts and Grants Coordinator II will report to the Housing Manager and will support the work of the Housing Division, Community Development Authority (CDA), and other City Development Department initiatives. The role will primarily focus on managing HOME and ESG-funded activities, ensuring compliance, proper spending, and timely completion. The position will also be responsible for processing applications for the Racine Energy Efficiency Program (REEP) and overseeing the Community Development Block Grant (CDBG) Repair Loan and Grant Program, including ensuring compliance with Federal labor standards (Davis-Bacon and Section 3) for construction projects.
Essential Duties
- Oversee and assist in managing HOME and ESG funds for the participating jurisdiction.
- Serve as a strategic guide to maximize the effectiveness of HOME and ESG funds.
- Perform professional-level duties requiring substantive knowledge of HUD and City programs, including loan programs, grants, regulations, policies, and procedures.
- Monitor directives and communications from HUD and other agencies for changes in rules, regulations, and program priorities.
- Conduct all levels of HUD Environmental Reviews for funded projects in accordance with federal regulations.
- Track, maintain, and monitor tracking worksheets and backup documentation for grant invoicing.
- Monitor and manage deadlines to ensure the division meets critical objectives, timelines, and goals, while providing consistent and timely progress reports.
- Provide support to grantees receiving CDBG, HOME, ESG, and other HUD funds.
- Assist with the annual CDBG/HOME/ESG funding allocation, including preparation and review of application forms, Public Notices, and Public Comment periods.
- Assist in preparing the Consolidated Plan, Annual Plan, and Consolidated Annual Performance and Evaluation Report (CAPER).
- Prepare and submit reports to grantor agencies, including computer-based reporting via IDIS and other systems.
- Prepare closing documents and assist with loan closings, including the preparation and filing of UCCs, Deed Restrictions, Mortgages, and other required legal document filings.

Minimum Qualifications:
- Bachelor's Degree in Arts/ Science/Business Administration/Environmental Science/Public Administration/Social Work/ or other related degree from an accredited college or university.
- 3 years of experience in progressively responsible activities of HUD programming as it pertains to CDBG, HOME, ESG, and HUD program lending.
- Valid driver’s license and properly insured vehicle at the time of appointment and throughout employment. Mileage reimbursement is available.
- Other combinations of experience and education that substantiate the needed competence will be considered.
Preferred Qualifications
- Completion of “Basically CDBG.”
- Ability to obtain a notary public qualification is desired.
Knowledge, Skills, and Abilities Required
- Comprehensive knowledge and experience in administering federal housing and community development grant programs, with a strong focus on HUD regulations related to CDBG and HOME grants for entitlement communities.
- Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Publisher, OneNote, Outlook).
- Experience with the Adobe product suite.
- Reliable attendance record.
- Ability to confidently and accurately interpret federal and state contracts, policies, regulations, administrative guidance, and funding-related requirements.
- Ability to work independently, make decisions, and exercise judgment in situations involving the evaluation of information and meeting deadlines.
- Ability to establish and maintain effective working relationships with staff and the public.
- Ability to communicate clearly, both orally and in writing.
- Ability to balance multiple projects with shifting goals and priorities.
Special Requirements
Must attend all monthly CDBG Advisory Board meetings, occasional Common Council meetings, and other Department events. Evening hours for meetings may be required.
Physical Demands of the Position
Standing, walking, stooping, kneeling, crouching, climbing, balancing, bending, twisting; lifting, carrying, pushing/pulling up to a maximum of 25 lbs. Fine motor skills. Sitting for long periods.
