ABOUT THE FINANCE DEPARTMENT
The City of Phoenix Finance Department is responsible for maintaining a fiscally sound organization that conforms to legal requirements and to generally accepted financial management principles. Services provided include debt management and capital financing, advisory support, accounting and financial reporting, procurement of materials and services, treasury services, risk and inventory management, tax and licensing, and acquisition and management of real property. Paid Summer Internship

Our intern assignments are as varied as our department divisions. You will gain exposure to a variety of divisions and projects. This internship will give you an opportunity to gain insight into the world of government finance. Work may include procurements, tax audits, acquisition of real estate, risk management, working on a bond sale, helping to implement technology to improve operations or conducting internal control reviews on an audit. No matter which opportunity you choose, you will be contributing to the success of Finance’s core business strategies.
Work Schedule – Flexible
This is a 12-week internship program, starting Wednesday, May 28, 2025, and ending approximately Friday, Aug. 15, 2025. End date may be flexible based on when you return to school.
- Finance regular business hours: 8 a.m. to 5 p.m., Monday through Friday.
- Interns work up to 20 hours per week.
- Intern hours: Four- to eight-hour shifts, two or three days per week.
Work Conditions
- Work is normally performed in an office environment.
- Ability to work under pressure.
- Attention to detail is essential.
- Strong verbal and written communication skills and technical capabilities are essential to the positions.

PROGRAM REQUIREMENTS
- Interns must be enrolled in a bachelor’s or master’s degree program at an accredited college or university in the following targeted majors: Finance, Accountancy, Supply Chain Management, Economics, Public Service and Public Policy, Business Administration, Computer Information Systems, Business Management, or Sustainability. Other majors may apply based on internship requirements.
- Interns must be headed into sophomore year or higher.
- Interns must have a minimum cumulative GPA of 2.8 or higher.

2025 POTENTIAL INTERNSHIP OPPORTUNITIES
Finance Administration/Central Payroll Intern
The Finance Administration/Central Payroll Intern will be shared by the two divisions.
Finance Administration
The Administration Division is comprised of the Chief Financial Officer, the Assistant Finance Directors and a team of administrative professionals who assist the department with budgeting, procurement planning, responding to resident inquiries and public records requests, and other duties. The intern will assist with the following tasks:
- Establishing processes for monitoring and updating the department’s strategic plan.
- Reviewing the department’s processes for records management (i.e., tracking, retention and destruction) and recommending improvements.
- Conducting research on topics as requested by the department’s leadership team.
Central Payroll
The Central Payroll Division is responsible for paying city employees and COPERS retirees paychecks. The intern will perform the following:
- Assist with creating an Administration Regulation for Employee Expense Reimbursements.
- Create 2026 various payroll schedules.
- Create 2026 pay week calendar.
- Assist with creating an on-line library of training materials covering core job responsibilities.
Enterprise Resource Planning Intern
The Enterprise Resource Planning (ERP) Intern reports to the Finance Department ERP Division which provides business and technological solutions to City departments that support key financial data such as accounting, procurement, budgeting, fiscal services, and human resources. The ERP Intern will:
- Perform entry level business analyst functions.
- Research and gather business requirements.
- Design and write reporting requirements.
- Assist with developing reports and dashboards in SAP Analytics (SAC)
- Identify opportunities to re-engineer and improve processes.
- Assist with special projects as needed.
- Assist with activities in preparation of SAP upgrade.
Financial Accountant and Reporting Intern
The Accounting and Reporting Intern reports to the Finance Department Accounting & Reporting Division which is responsible for providing current, comprehensive, and accurate information about the financial position of the City. The Accounting and Reporting Intern will:
- Participate in the preparation of the City’s Annual Comprehensive Financial Report (ACFR).
- Work on various activities necessary to close the fiscal year and prepare the ACFR.
- Review work in progress from capital projects to capitalize as depreciable assets, preparing yearend journal entries, review payment documents and prepare entries to accrue expenditures, and creating spreadsheets used to compile the ACFR.
- Prepare, examine, or analyze accounting records, financial statements, or other financial reports to assess accuracy, completeness, and conformance to reporting and procedural standards.
- Perform a wide variety of related accounting and administrative tasks.
City Controller’s Office Intern
The City Controller's Office is dedicated to ensuring that the City meets its financial obligations. Our division is organized into several key sections that provide a variety of fiscal services, which include Citywide accounts payable, vendor support, purchasing card administration, ordinance management, and travel administration. The City Controller Intern will perform the following:
- Develop comprehensive "How-To" guides for travelers to help navigation through the various travel processes from start to finish.
- Identify opportunities to simplify various audit processes.
- Investigate our current spreadsheet method for managing monthly summary bills from one of our larger vendors, Southwest Gas, and explore possible enhancements for efficiency.
- Work on various process improvements regarding payment terms.
Procurement Intern
The Procurement Intern will work in the Central Procurement Division (CPD), which is a division of the Finance Department. CPD is responsible for overseeing goods and services procurement and related contract administration in accordance with Chapter 43 of the Phoenix City Code (the "Procurement Code") and related laws, regulations, and standard operating procedures. The Procurement Intern will:
- Assist with special procurement projects, including but not limited to training initiatives, vendor outreach activities, and system and process improvements.
- Review and catalog standard operating procedures, training materials, and other CPD information.
- Research best procurement practices and related information from applicable resources, including but not limited to other municipalities and procurement entities.
- Report findings and present projects to applicable CPD and citywide stakeholders, including but not limited to CPD leadership and supervisors.
- Perform entry level functions and assist in solicitation processes and contract administration with guidance from and under supervision of applicable CPD staff.
Revenue and Risk Management Interns (2)
The Revenue and Risk Management Division is seeking two interns, one for each section.
Revenue Collections
The Revenue Collections Section Intern reports to the Finance Department Revenue and Risk Management Division, Revenue Collections Section. The Revenue Collections Section is responsible for citywide collections. The Revenue Collections Intern will perform the following:
Assist with tasks related to the State administration and collection of City and State Transaction Privilege Tax (TPT) liability.
- Review financial records to determine compliance with City, and State, and/or Federal regulations and record retention requirements.
- Conduct damage claim research including police reports, financial records, and building portfolio files for claim processing.
- Coordinate records related to high-dollar collection legal referrals, update customer accounts, and analyze data for referral to outside collection agency.
Risk Management
The Risk Management Section Intern reports to the Finance Department Revenue and Risk Management Division. The Revenue & Risk Management intern reports to the Finance Department Revenue and Risk Management Division, Risk Management Section. Risk Management oversees the process of claims management and risk mitigation. The Risk Management Intern will perform the following:
- Claims management, accident investigations, loss prevention, insurance and risk management consultation.
- Compiles and prepares spreadsheets, reports, and analyses.
- Analyze and implement record retention requirements within the risk management information system.
- Evaluate parameters and develop a methodology for archiving claim records.
Treasury and Debt Management Intern
The Treasury and Debt Management Intern reports to the Finance Department Treasury & Debt Management Division. The Treasury and Debt Management Division is responsible for the City’s banking and cashiering, debt management and investment operations. The Treasury and Debt Management Intern will perform the following:
- Review and update standard operating procedures.
- Assist with testing and updating credit card terminal processes and procedures.
- Assist with updating retention schedule and document organization.
- Update and refine Microsoft Excel spreadsheets and checklists.
